If I understand correctly, you are talking about the part of the boot that forms a ridge around the inner surface of the boot. The part that keeps the boot from sliding down too far on the manifold or up too far on the carbs. This seems like an incredibly easy way to releave major restriction (forget about turbulence) in the induction system. I will check this out in the very near future.
